ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 
  • Perform complex and specialized accounting, ensuring all activities, reports, and procedures for the Financial Accounting Division follow Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB).
  • Review and analyze accounting records to identify sources of financial report discrepancies; assist, discuss, and resolve questions and problems in the Financial Accounting Division as needed.
  • Reconcile all external and internal investment managers to the custodial bank and manager statements to accurately account for investment earnings. 
  • Compile, manage, and reconcile various monthly and quarterly reports for internal and external use.
  • Analyze all investment data to prepare information for allocations to the custodian for all investments across our multiple pool portfolios.
  • Assist in compiling, preparing, and interpreting data required to complete the Annual Comprehensive Financial Report (ACFR) and Treasurer’s Annual Report, as well as implementing additional continuous accounting practices.
  • Develop and maintain formal procedures in the Financial Accounting Division's job duties spreadsheet for all duties assigned to this position; serve as a backup for positions in the Financial Accounting Division as needed.

Qualifications


PREFERENCES: 


Preference will be given to those who have knowledge of investment accounting principles and policies: investment accounting systems and processes; and complex investment strategies including equities, fixed income, alternatives and derivatives. A bachelor's degree is required for this position.



KNOWLEDGE: 


  • Extensive communication, problem-solving, and personal interaction skills focused on confidentiality worthy of public trust.
  • Knowledge of complex investment strategies including equities, fixed income, alternatives and derivatives.
  • General finance and knowledge of banking practices.  Legal and policy aspects of programs to be administered.
  • High-level skills with investment accounting software. 
  • Knowledge of financial and organizational analysis.
  • Knowledge of GAAP and GASB.
  • Strong attention to detail; strong follow-up and follow-through.
  • Must be a strong multitasker and be able to prioritize duties.
  • Great organizational skills and the ability to implement them in the office.
 

MINIMUM QUALIFICATIONS:

 
Education:
Bachelor's Degree (typically in Finance)
  
Experience:
1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
 
OR
 
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
 
Certificates, Licenses, Registrations:
None

PHYSICAL WORKING CONDITIONS:

 
  • General office conditions, including minimal lifting.
  • Some travel is necessary. 
  • Candidates are required to undergo a criminal background check requiring fingerprinting.
