JOB DESCRIPTION:
   SoundWay is seeking a Marketplace Data Analyst to serve as the “data investigator” for the Centers for Medicare & Medicaid Services (CMS) Federally Facilitated Marketplace (FFM or Marketplace). We are seeking a skilled Data Analyst to join our Agent Broker Consumer Quality Initiative (ABCQI) team. This role involves conducting data pulls, performing detailed analysis, and writing comprehensive reports and presentations regarding Agent Broker (AB) data and activities within the Federally Facilitated Marketplace (FFM). The Data Analyst will work closely with business and technical leads to support the initiative’s goals of improving the consumer, agent, and broker experience. This role pulls, queries, and analyzes Marketplace data — including Agent/Broker data — to answer operational, compliance, and fraud-related questions, transforming findings into actionable insights for both technical and non-technical audiences.

   The analyst will access and integrate data from multiple Marketplace systems, detect patterns and anomalies, and collaborate closely with the Marketplace Agent Broker Analyst to investigate potential fraud, waste, and abuse (FWA). You will work with policy, compliance, and technical teams to ensure data-driven recommendations lead to improved operations, risk mitigation, and enhanced consumer and broker experiences.
   This position requires deep technical expertise in querying and analyzing large structured and unstructured datasets, proficiency in executive reporting, strong data visualization skills, and a working knowledge of FFM/Marketplace operations and compliance requirements.
Key Responsibilities:
  • Data Collection, Cleansing & Analysis
    • Collect, process, and normalize data from Marketplace systems using tools such as New Relic, Splunk, Salesforce, Amazon Data Bricks, SAS, Redash, EDAP, Sandbox, Snowflake, MS Power BI, MarkLogic, XQuery, and JavaScript.
    • Access structured and unstructured datasets from sources such as Snowflake, Databricks, SAS, SQL, or MarkLogic.
    • Clean and integrate data from multiple systems (e.g., Salesforce for call center tickets, Splunk for logs, New Relic for performance metrics) for accurate analysis.
    • Utilize advanced data science, statistical, and mathematics techniques to interrogate data.
    • Interrogate data using advanced data science, statistical, and mathematics techniques, including machine learning, anomaly detection, and pattern recognition.
    • Manipulate large datasets to uncover trends, correlations, anomalies, and operational risks.
    • Analyze Agent/Broker data specifically to detect operational patterns and compliance issues..
  • Fraud, Waste & Abuse (FWA) Detection
    • Detect unusual broker and consumer activity such as:
      • High enrollment volumes from one broker in a short timeframe.
      • Multiple applications from the same IP or device.
      • Suspicious mid-year plan switching or duplicate enrollments.
    • Work closely with the Marketplace Agent Broker Analyst to confirm whether anomalies indicate identity theft, unauthorized enrollments, “churning” for commissions, or other violations.
    • Prepare detailed evidence packages with data queries, charts, and timelines for program integrity and enforcement review.
  • Reporting & Visualization
    • Write detailed and comprehensive reports on findings from data analysis.
    • Develop dashboards, reports, and real-time visualizations using Power BI, Tableau, or Redash to convey findings.
    • Produce executive-level reports that translate technical results into plain-language summaries for CMS leadership, compliance officers, and operational teams.
    • Present data in creative and visually compelling ways to communicate insights effectively.
    • Prepare and deliver presentations to both technical and non-technical stakeholders.
  • Collaboration & Recommendations
    • Work closely with the Agent Broker Consumer Quality Initiative (ABCQI) team, business and technical leads, and other stakeholders:
      • Ensure data analysis aligns with project objectives.
      • Deliver requested analysis accurately and on time.
      • Provide data-driven recommendations to support decision-making processes.
      • Collaborate with other team members to integrate data insights into project plans and strategies.
    • Provide actionable, data-driven recommendations to support decision-making, operational improvements, policy updates, and technical changes.

    • Partner with system developers to share analytical insights that support enhancements or close compliance loopholes.
    • Work alongside the Agent Broker Analyst to ensure analytical findings result in operational actions and, when necessary, enforcement measures.
QUALIFICATIONS:
  • Education:
    • Bachelor’s degree in Data Science, Statistics, Computer Science, Mathematics, or a related field.
      • Waiver: An additional four (4) years of relevant experience may be substituted for a bachelor’s degree.
  • Certification(s):
    • Required: None.
    • Preferred: Certifications in data analytics platforms or tools (e.g., Power BI, Tableau, AWS Certified Data Analytics, SAS Certified Specialist, Splunk Core Certified User).
  • Experience:
    • Minimum Years Experience:
      • 5 years in data analytics or data science.
    • Must have experience in/with:
      • Supporting, having supported, or demonstrating familiarity with the FFM/Marketplace and/or health insurance industry.
      • Working with Marketplace data and related tools, including New Relic, Splunk, Salesforce, Amazon Data Bricks, SAS, Sandbox, Snowflake, MS Power BI, MarkLogic, Redash, and Tableau.
      • Cleaning, transforming, manipulating, and analyzing large datasets to identify operational patterns, trends, correlations, anomalies, and compliance risks.
      • Applying advanced data science, statistical, and mathematical techniques to interrogate data, with proficiency in SQL, Python, R, Scala, or SAS.
      • Detecting and analyzing anomalies, leading indicators, and KPIs to support operational and compliance objectives.
      • Developing Big Data solutions, particularly in machine learning and natural language processing (NLP).
      • Creating consulting and executive-level reports and delivering data in visually compelling, creative formats for both technical and non-technical audiences.
      • Demonstrating strong analytical, problem-solving, and critical thinking skills.
      • Communicating effectively and working collaboratively in a team-oriented environment...
    • Nice-to-Have (but not “required”):
      • Experience using natural language processing (NLP) or machine learning in data analysis workflows.
      • Understanding of data governance, quality assurance, and privacy best practices in a federal environment.
      • Working knowledge of Redash, EDAP, and data modeling tools.
