Job Description:
The License Manager is responsible for managing all licensing, registration, and certification activities for the organization’s pharmacy, home health agency, and infusion operations across multiple jurisdictions. This role ensures full compliance with federal, state, and local regulations and maintains active status for all required licenses, permits, and certifications. 

General Duties:

Under the direct supervision of the VP, of Compliance & Accreditation, the Licensing Manager will be responsible for the following: 

  • Manage and maintain all pharmacy and home health, and infusion services-related licenses, permits, registrations, and certificates at the federal, state, and local levels.
  • Monitor expiration dates and ensure timely renewals to prevent lapses in licensure.
  • Research and interpret licensing requirements for new jurisdictions or service expansions.
  • Coordinate new license applications, change of ownership (CHOW), address or name changes, and other modifications with appropriate regulatory bodies.
  • Ensure compliance with applicable laws and regulations from agencies such as state Boards of Pharmacy, Departments of Health, CMS, DEA, FDA, and accreditation bodies (e.g., ACHC, URAC).
  • Track changes in licensure and regulatory requirements and communicate updates to leadership.
  • Partner with compliance, legal, operations, HR, pharmacy, and business development to support ongoing operational compliance with license conditions and to support new site openings and expansions.
  • Prepare documentation for regulatory audits and inspections related to licensure and certification.
  • Serve as the point of contact with government agencies for licensing matters.
  • Maintain a centralized licensing database and tracking system.
  • Maintain accurate and organized records of all licenses, certificates, and correspondence with regulators.
  • Provide guidance and education to internal teams regarding regulatory/licensure requirements.

Required Education, Certification, Experience and Skill Requirements:

  • Bachelor’s degree required; degree in healthcare administration, business, legal studies, or a related field preferred.
  • Minimum 3–5 years of experience managing pharmacy and home health licensing and regulatory processes.
  • Experience with multi-state licensing across the U.S. strongly preferred.
  • Able to work under pressure and meet deadlines.
  • Timeline oriented with proven record of confidentiality and discretion with critical information. 
  • Able to identify and resolve issues quickly and efficiently.
  • Excellent communication, problem solving, interpersonal, customer service, presentation, and organizational skills with strong attention to detail, accuracy, and follow through.
  • Works independently as needed to finish own work assignments but also manages team environments successfully to maximize department output, and accuracy.
  • Strong project management and organizational skills
  • Proficiency in Microsoft Office.
  • Familiarity with ACHC, URAC, and other healthcare provider accreditation bodies. 
  • Strong understanding of federal and state regulations governing pharmacies and home health agencies.
  • Highly organized, detail-oriented, and capable of managing multiple deadlines across jurisdictions.
  • Strong written and verbal communication skills.
  • Proficiency in regulatory tracking systems, licensing portals, and Microsoft Office Suite.
  • Ability to work independently and cross-functionally in a fast-paced environment.
  • Certified Pharmacy Technician (CPhT), Certified Compliance & Ethics Professional (CCEP), or a certification in regulatory affairs is a plus.
  • Exhibit flexibility when work assignments need to be adjusted to meet service, delivery and workload needs of team. 

Physical Demands
