The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.
Primary Responsibilities:
In this pivotal role, you will serve as the foremost subject matter expert and trusted "truth teller" for our clients regarding our data platform. Operating as an autonomous individual contributor, you will be entrusted with significant influence and decision-making authority in managing and optimizing our Databricks environment within the Center for Medicaid at CMS. With minimal oversight, you will be instrumental in ensuring the integrity, performance, and cost-effectiveness of our data solutions, directly impacting client trust and operational efficiency, and critical Medicaid program outcomes.
As a primary contributor, you will leverage exceptional communication skills to represent the data practice in strategic planning sessions, effectively articulate complex technical concepts to executive leadership, advocate for optimal technical solutions, communicate trade-offs, and ensure our data architecture meets both technical robustness and business needs. You will proactively serve as a primary technical lead, driving continuous improvement in data platform operations and practices, and cultivating the growth of technical team members.
Primary expectations of a Staff Data Solutions Architect include:
Serves as the primary owner and expert for the Databricks platform, encompassing licensing management, usage monitoring, and optimization to ensure cost-efficiency and performance.
Acts as the definitive "truth teller" for clients and internal stakeholders, providing accurate, reliable, and transparent insights into data platform usage, performance metrics, and adherence to service agreements.
Exhibits a profound understanding of industry trends and emerging technologies in data platforms, creatively devising strategies for their adoption and integration within programs and across the business unit.
Architects, designs, and implements complex data platform solutions and tooling that enable teams to scale quickly, reliably, and securely, with a strong focus on Databricks best practices and ecosystem integration.
Leads strategic and critical data analysis related to platform health, usage patterns, and cost allocation, synthesizing findings to provide actionable program recommendations and inform key business decisions for executive leadership.
Provides comprehensive mentorship, guidance, and coaching to both technical and non-technical team members, fostering technical excellence, cultivating leadership, and supporting their professional growth within the data domain.
Champions cross-functional collaboration, identifying complex data platform needs and delivering innovative solutions to advance medium and long-term organizational goals.
Communicates complex technical topics, system designs, historical performance, and significant project milestones effectively to diverse audiences, including executives, clients, and partners, for bid-writing, technical demonstrations, and client/partner engagements, with a particular emphasis on transparent data insights.
Demonstrates significant technical competence and ownership to broad audiences, driving progress on company strategic objectives within the business unit.
Supports hiring, onboarding, and career development activities, including participation in technical depth interviews and evaluation of technical assignments.
May represent the company publicly through thought leadership activities such as writing blog posts, generating marketing materials, or presenting at conferences and panel discussions, especially regarding data platform integrity and performance.
Basic Qualifications:
Bachelor�s degree and 10+ years of progressive experience in a highly technical individual contributor role focused on data platforms or large-scale data engineering.
Relevant years of experience may be substituted for education.
2+ years of experience in a Staff-level or similarly autonomous and influential technical role (e.g., Principal Engineer, Staff Architect, Lead Platform Engineer), with a strong emphasis on data platform ownership.
Extensive hands-on experience with Databricks platform architecture, administration, and optimization.
Proven expertise with modern data architecture practices and emerging technologies in streaming, large-scale data processing, data warehousing, and cloud data ecosystems, with an understanding of their application in complex domains like Medicaid.
Demonstrated ability to solve complex business problems through innovative technical solutions and a deep understanding of data platform underlying architecture, with a focus on cost-effectiveness and performance.
Experience with data governance principles and tools related to platform usage and licensing.
Strong analytical skills with the ability to interpret complex data, monitor usage, and provide clear, concise reporting to technical and non-technical stakeholders, including executive summaries and recommendations.
Exceptional verbal and written communication skills, with a proven ability to convey complex technical and data-driven information clearly and concisely to both highly technical and non-technical audiences, including executive leadership
Demonstrated experience in mentoring and developing the skills of both technical and non-technical team members
Preferred Qualifications:
Experience working with Medicaid data or systems is highly desirable.
Databricks certifications (e.g., Certified Data Engineer Associate/Professional, Certified Machine Learning Associate/Professional).
Experience with FinOps principles applied to cloud data platforms.
Experience in a client-facing technical role, demonstrating strong communication and relationship-building skills.
Familiarity with other cloud data services (AWS, Azure, GCP) that integrate with Databricks.
Background in highly regulated environments, particularly healthcare or government (e.g. Medicaid), requiring stringent data integrity and reporting.

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
