We're looking for candidates with demonstrated competencies to perform expert level human resource consulting in risk management to managers and supervisors.
Any combination of education and experience that meets the knowledge, skills, abilities and behaviors (KSAB’s) listed below. Typical ways KSAB’s are obtained but are not limited to, are relevant degrees, training, coursework and work experience relevant to the assignment.
Communication
- Provides expert consultation to employees and supervisors regarding the benefits and requirements of the FMLA, PFML, and Shared Leave, explaining federal and state regulations, agency policies and procedures, and the Collective Bargaining Agreement.
- Explain the interactive reasonable accommodation process to employees and supervisors and effectively explain to supervisors the risks associated with failing to provide reasonable accommodation. Consults with employees and managers to facilitate the implementation of requests that often involve the resolution of complex competing interests and past practice elements.
Regulatory Compliance & Risk Management
- Provides expert consultation to employees and supervisors regarding FMLA, PFML, Shared Leave, and Reasonable Accommodations explaining applicable laws and regulations. Compose medical questionnaires, recertification and letters of clarification.
- Conducting investigation, prepare formal reports, review report findings with Assistant Director. Research and understand rules and laws to update current policies and procedures or develop new policies.
- Has a strong knowledge of employment laws and regulations in compliance with ADA/FMLA Case Management
Interpersonal and Relationship Management
- Consults with employees and managers to facilitate the implementation of accommodation requests that may involve resolving competing interests. Coordinate with managers who often may be resistant to making changes in the workplace.
- Proactively consult with supervisors and employees to avoid misunderstandings about employee rights and responsibilities. Consult with Senior HRC when attendance and performance concerns are involved.
- Plan and deliver wellness-related content and initiatives. Attend statewide wellness meetings, conduct agency wellness meetings with wellness coordinators.
- Ability to collaborate effectively with internal leaders, union representatives, and interested parties
Analytical Thinking and Problem Solving
- Analyze leave patterns based on current FMLA request and prepare FMLA recertification request.
- Research accommodation options and evaluate medical information and past practices.
Training and Development
- Manage, coordinate, and conduct formal training on FMLA, PFML, Shared Leave, and Reasonable Accommodation.
Strategic Planning and Program Development
- Research, plan, and schedule wellness program activities; develop budget.
- Coordinate the Infants at Work Program.
Attention to Detail
- Notify employees of unclear forms and send clarification letters to medical providers.
- Log leave requests and status updates on spreadsheets.
Decision Making and Conflict Resolution
- Reviews and approves requests using policy and legal criteria.
- Consider past practices and medical information in making recommendations.
- Skilled in resolving sensitive personnel issues, conducting investigations, and delivering timely, practical, and compliant solutions.
Leadership and Initiative
- Provide training and consultation, escalating complex cases when appropriate.
- Lead wellness initiatives
Ethics and Professionalism
Preferred Qualifications:
Five years of professional human resource experience including assessing and facilitating solutions for human resource problems and issues, at least two of those years implementing Reasonable Accommodations.
As well as demonstrated ability to:
- Interpret and apply employment law and regulations.
- Interpret and apply rules, policies, and procedures.
- Independently prioritize, plan, and manage programs and services to customers.
- Manage multiple projects and critical liability issues, with the ability to re-prioritize as needed to respond to change needs and circumstances.
- Use independent judgment in assessing sensitive complex issues and making decisions in the best interest of the Department.
- Effectively communicate orally and in writing with groups of various size and composition regarding sensitive issues.
- Present formal training to managers and supervisors on sensitive Human Resource areas.
- Conduct investigations and write comprehensive investigation reports.
Experience using PowerPoint is essential.
