The Human Resources Department comprises approximately 40 positions and provides centralized services to the County’s 22 Departments.  The divisions/units within Human Resources include recruitment, classification and compensation, employee and labor relations, disability management, employee benefits and wellness, equal employment, employee learning and organizational development, risk management, volunteer and interns, and departmental administration. 

The Human Resources Department embraces a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT THE POSITION

An integral part of the HR Risk team, our Insurance and Contracts Analyst (Human Resources Analyst II) provides risk mitigation, and insurance services to County of Marin departments, agencies, and special districts. When you join our team, you will work alongside an Administrative Services Associate, and the Risk Manager and will be responsible for completing insurance coverage applications, providing evidence of County coverage, and analyzing quotes/changes in insurance coverage proposals. Additionally, you will:

  • Assist County departments with risk transfer in contracts (agreement insurance requirements, vetting of evidence of coverage, waiver approval)
  • Coordinate changes in named insured endorsements with the County’s broker and out coverage pool 
  • Update the County's property insurance schedule
  • Perform analysis related to budget preparation
  • Advise departments on risk control measures relating to insurance and liability

ABOUT YOU

If you are our Highly Qualified Candidate, you are customer service oriented, and committed to protecting the assets of your organization and to providing support to the County’s workforce and operational needs.  You have experience interpreting insurance contracts, consulting with others to assess levels of risk, and are creative in finding solutions.  You also bring your honesty, integrity, reliability, and sound judgment to how you work and interact with others. 

Additionally, you:

  • Are collaborative with good emotional intelligence and able to develop strong trust and working relationships, 
  • Possess strong analytical and problem-solving abilities and enjoy the analysis process
  • Have excellent verbal and written communication skills and can effectively navigate challenging situations
  • Recognize the importance of archiving/memorializing decisions and are skilled in the use of Excel
  • Are interested in learning new things and are willing to take on the work involved in becoming proficient in those areas of study. 

While not required, certifications in risk management are helpful.


MINIMUM QUALIFICATIONS: Any combination of education, training and experience that would provide the necessary knowledge and abilities listed in the Class Specification.  Typically, qualifying experience includes one year of experience equivalent to a Human Resources Analyst I performing professional level human resources work requiring use of the knowledge and abilities listed. Depending on the position(s) to be filled, qualifying experience may be limited to experience directly related to the assignment as specified on the job announcement.
